Overview

The Advanced Licensee Training (ALT) is a specialised course designed for those operating in higher-risk hospitality environments. While the standard Licensee Training covers general compliance, ALT focuses on leadership, risk management, and the complex challenges associated with "Tier 2" licensed premises.

This course is aimed at transforming licensees into proactive risk managers who can lead a culture of compliance. It provides the advanced skills needed to manage late-night trade, prevent alcohol-related violence, and engage with the community and regulatory bodies to maintain a safe and sustainable business model.

Who is this course for?

Advanced Licensee Training is mandatory for licensees, approved managers, and club secretaries of Tier 2 licensed premises. This tier represents venues with a higher risk profile due to their business type or trading hours.

Mandated Roles & Venues

Under the Liquor Regulation 2018, you must complete ALT if your venue falls into any of the following categories:

  • Late Night Traders: Venues authorised to trade after midnight on more than 12 occasions in any 12-month period.
  • Specific Business Types: Nightclubs, karaoke bars, and adult relaxation entertainment venues.
  • Regulatory Direction: Any licensee or manager directed by Liquor & Gaming NSW or the Independent Liquor & Gaming Authority (ILGA) to complete the course.
  • Regulatory Schemes: Venues subject to specific management plans or regulatory schemes.
Prerequisites & RCG Renewal Requirements

You must hold a valid NSW Licensee Training (LT) competency to enrol in this course. Successful completion of ALT will automatically renew both your RSA and your Licensee Training competencies for five years. However, it does not automatically renew your RCG competency.

To ensure your RCG remains current and aligns with your new Advanced Licensee expiry, the following rules apply:

  • The 90-Day Rule: You must renew your RCG training within 90 days before enrolling in the ALT course.
  • Evidence Required: To enrol, you must present an RCG Interim certificate, RCG Refresher Interim Certificate, or an RCG Refresher Completion Certificate issued within the last 90 days.
  • Early Renewal: If you renewed your RCG competency more than 90 days before enrolling, you must complete the refresher course again to ensure all your competencies expire on the same date in the future.

Course plan

This module examines the legislative framework specifically as it applies to Tier 2 venues. Participants will explore the increased expectations placed on high-risk operators and the role of the licensee as a leader who sets the standard for compliance within the organisation.

Leaders will learn how to move beyond basic rule-following to develop a comprehensive internal compliance culture. This includes training staff to identify risks early, establishing clear communication lines, and ensuring that every level of the business prioritises harm minimisation and legal obligations.

This section covers the broader context of alcohol-related harm in NSW, including current government initiatives and industry-wide strategies. Participants will learn how to collaborate with local liquor accords, police, and regulators to contribute to a safer local community.

The core of the ALT course involves practical risk assessment. Participants will learn how to conduct a thorough risk analysis of their specific business model and implement best-practice strategies to control those risks, such as advanced security management, crowd control strategies, and environmental design.

The final module focuses on the practicalities of leadership during high-pressure situations. It covers conflict de-escalation at a management level, preparing for intense regulatory scrutiny, and the long-term strategic benefits of maintaining a pristine compliance record in a high-risk environment.

The cost of the course is $290. This fee includes the cost of the training, the interim certificate, and the processing required to update your NSW competency card.

Yes. If you are a licensee, approved manager, or club secretary of most venue types (Tier 1), completing this course is a legal requirement. Higher-risk venues may also require the "Advanced Licensee Training" (ALT).

This course is delivered via self-paced online modules with student support provided by a Liquor & Gaming NSW approved trainer. 

Students must complete a mandatory competency conversation with an assessor. Per the conditions of approval for Approved Training Providers (ATPs), the trainer must conduct a verbal assessment for a minimum of 15 minutes. During this time, the trainer must confirm the student's identity and be satisfied that the individual is the same person who completed the online activities and has demonstrated a sufficient understanding of the course content. 

Education entry requirements
All participants must hold a current, valid NSW Licensee Training (LT) competency. 

To ensure your RCG remains current and aligns with your new Advanced Licensee competency expiry, the following rules apply:

  • The 90-Day Rule: You must renew your RCG training within 90 days before enrolling in the ALT course.
  • Evidence Required: To enrol, you must present an RCG Interim certificate, RCG Refresher Interim Certificate, or an RCG Refresher Completion Certificate issued within the last 90 days.
  • Early Renewal: If you renewed your RCG competency more than 90 days before enrolling, you will need to complete the refresher course again. This ensures your RCG remains current once you finish Advanced Licensee training and that, in the future, all your competencies expire on the same date.

English language requirements
In order to successfully enrol in this course, you must have a level of proficiency in written English, allowing you to engage in the course materials and content, and ensuring you can undertake the variety of assessments.

Physical requirements
No physical requirements apply to this course.

No, it builds upon it. You must have a valid RSA to enrol. Successful completion of ALT will automatically renew both your RSA and your Licensee Training competencies for five years. 

While Licensee Training renews your RSA, it does not automatically renew your RCG (Responsible Conduct of Gambling). To ensure your RCG remains current and aligns with your new Advanced Licensee competency expiry, the following rules apply:

  • The 90-Day Rule: You must renew your RCG training within 90 days before enrolling in the ALT course.
  • Evidence Required: To enrol, you must present an RCG Interim certificate, RCG Refresher Interim Certificate, or an RCG Refresher Completion Certificate issued within the last 90 days.
  • Early Renewal: If you renewed your RCG competency more than 90 days before enrolling, you will need to complete the refresher course again. This ensures your RCG remains current once you finish Advanced Licensee training and that, in the future, all your competencies expire on the same date.

Once you complete the training and assessment, we will upload your results to Liquor & Gaming NSW portal. Your digital competency card (available via the Service NSW app) will be updated automatically; physical cards can also be updated through the NSW self-service portal.

Like other NSW liquor and gaming endorsements, your Advanced Licensee Training competency is valid for five years. You will receive a notification from Liquor & Gaming NSW three months before expiry to complete an online refresher course. The Licensee Refresher online course is a 60-to-90-minute course covering the requirements for licensees, approved managers, and club secretaries to renew their RSA, Licensee, and Advanced Licensee endorsements.

Liquor & Gaming NSW is the only provider of the Licensee Refresher online course. You can access the refresher course in a link we send you via email or SMS.

No. Licensee Training (LT) is a specialised NSW-specific regulatory requirement. While it is delivered by Registered Training Organisations (RTOs), it is a non-accredited course designed specifically to meet the requirements of Liquor & Gaming NSW.

Failure to complete Licensee Training when mandated by NSW law is a serious compliance breach. It can result in significant financial penalties for both the individual and the venue. Additionally, your liquor licence application or transfer may be refused, and existing licences could be suspended or jeopardised, impacting your authority to sell or supply alcohol in NSW.

To complete the self-paced online modules you will need to have access to a computer with internet access.
