Overview
The Licensee Training (LT) course is a mandatory program developed by Liquor & Gaming NSW. It is designed for individuals who hold a high level of responsibility in licensed premises, such as licensees, approved managers, and club secretaries. The course moves beyond the basics of the Responsible Service of Alcohol (RSA) to focus on the legal obligations, risk management, and operational strategies required to run a safe and compliant venue.
The training equips leaders with the tools to manage alcohol-related harms effectively, understand complex liquor laws, and foster a culture of compliance. It covers vital topics such as managing your specific liquor licence, implementing best-practice harm minimisation strategies, and understanding the consequences of non-compliance.
Who is this course for?
Licensee training is mandatory for most licensees, approved managers, and club secretaries granted a new liquor licence or transfer of an existing licence to another person or premises. It is essential for those responsible for the oversight and management of licensed businesses in NSW.
Mandated Roles
In accordance with NSW liquor laws, the following individuals must complete Licensee Training:
- New Liquor Licence Applicants: Most individuals applying for a new liquor licence.
- Approved Managers: Individuals appointed to manage or supervise a venue on behalf of a licensee.
- Club Secretaries: Appointed secretaries of registered clubs.
- Licence Transferees: Individuals taking over an existing liquor licence (must complete within 60 days of provisional approval).

Prerequisites & RCG Renewal Requirements
Important: To enrol in Licensee training you must have a current RSA endorsement. Completing Licensee training will automatically renew your existing RSA endorsement, however, it does not automatically renew your RCG competency.
To ensure your RCG remains current and aligns with your new Licensee competency expiry, the following rules apply:
- The 90-Day Rule: You must renew your RCG training within 90 days before enrolling in Licensee training.
- Evidence Required: To enrol, you must present an RCG Interim certificate, RCG Refresher Interim Certificate, or an RCG Refresher Completion Certificate issued within the last 90 days.
- Early Renewal: If you renewed your RCG competency more than 90 days before enrolling, you will need to complete the refresher course again. This ensures your RCG remains current once you finish Licensee training and that, in the future, all your competencies expire on the same date.

This section provides a comprehensive look at the tiered industry training framework and the critical roles played by regulatory authorities such as Liquor & Gaming NSW, the Independent Liquor & Gaming Authority (ILGA), and the NSW Police. Participants will also learn how to navigate the complex legislative landscape of the Liquor Act 2007 and the Liquor Regulation 2018 to ensure their foundational knowledge is current.
Explore the process of identifying different licence types and their specific conditions, as well as the formal procedures for making changes to a licence or business model. The module also emphasises the importance of maintaining mandatory records and public notices to ensure ongoing operational transparency and compliance.
This section examines the social and economic impacts of alcohol abuse and provides clear legal definitions for intoxication and minor-related offences. Additionally, it covers the vital administrative requirement of managing the Liquor Incident Register, ensuring that all alcohol-related incidents are documented in accordance with NSW law.
Learn to implement Crime Prevention Through Environmental Design (CPTED) principles and develop robust House Policies and Management Plans tailored to their specific venue. This section also focuses on practical strategies for handling difficult situations and preventing the secondary supply of alcohol to minors through proactive venue management.
The final section prepares participants for what to expect during a compliance inspection and details the "Demerit Points" and "Violent Venues" schemes used by regulators. It concludes with a serious look at the legal and financial consequences of breaches, ensuring licensees fully understand the stakes of venue management and the importance of a compliance-first culture.

The cost of the course is $290. This fee includes the cost of the training, the interim certificate, and the processing required to update your NSW competency card.
Yes. If you are a licensee, approved manager, or club secretary of most venue types (Tier 1), completing this course is a legal requirement. Higher-risk venues may also require the "Advanced Licensee Training" (ALT).
This course is delivered via self-paced online modules with student support provided by a Liquor & Gaming NSW approved trainer.
Students must complete a mandatory competency conversation with an assessor. Per the conditions of approval for Approved Training Providers (ATPs), the trainer must conduct a verbal assessment for a minimum of 15 minutes. During this time, the trainer must confirm the student's identity and be satisfied that the individual is the same person who completed the online activities and has demonstrated a sufficient understanding of the course content.
Education entry requirements
All participants must hold a current, valid NSW RSA endorsement.

In order to successfully enrol in this course, you must have a level of proficiency in written English, allowing you to engage in the course materials and content, and ensuring you can undertake the variety of assessments.
Physical requirements
No physical requirements apply to this course.
No, it builds upon it. You must have a valid RSA to enrol. However, completing the Licensee Training course will automatically renew your RSA endorsement for a further five years.
While Licensee Training renews your RSA, it does not automatically renew your RCG (Responsible Conduct of Gambling). To ensure your RCG remains current and aligns with your new Licensee competency expiry, the following rules apply:
- The 90-Day Rule: You must renew your RCG training within 90 days before enrolling in Licensee training.
- Evidence Required: To enrol, you must present an RCG Interim certificate, RCG Refresher Interim Certificate, or an RCG Refresher Completion Certificate issued within the last 90 days.
- Early Renewal: If you renewed your RCG competency more than 90 days before enrolling, you will need to complete the refresher course again. This ensures your RCG remains current once you finish Licensee training and that, in the future, all your competencies expire on the same date.
Once you complete the training and assessment, we will upload your results to Liquor & Gaming NSW portal. Your digital competency card (available via the Service NSW app) will be updated automatically; physical cards can also be updated through the NSW self-service portal.
Like other NSW liquor and gaming endorsements, your Licensee Training competency is valid for five years. You will receive a notification from Liquor & Gaming NSW three months before expiry to complete an online refresher course. The Licensee Refresher online course is a 60-to-90-minute course covering the requirements for licensees, approved managers, and club secretaries to renew their RSA, Licensee, and Advanced Licensee endorsements.
Liquor & Gaming NSW is the only provider of the Licensee Refresher online course. You can access the refresher course in a link we send you via email or SMS.
No. Licensee Training (LT) is a specialised NSW-specific regulatory requirement. While it is delivered by Registered Training Organisations (RTOs), it is a non-accredited course designed specifically to meet the requirements of Liquor & Gaming NSW.
Failure to complete Licensee Training when mandated by NSW law is a serious compliance breach. It can result in significant financial penalties for both the individual and the venue. Additionally, your liquor licence application or transfer may be refused, and existing licences could be suspended or jeopardised, impacting your authority to sell or supply alcohol in NSW.
To complete the self-paced online modules you will need to have access to a computer with internet access.
