Essential training for Club Directors to meet the NSW gaming training requirements!

The Responsible Gambling Board Oversight (RGBO) course is a mandatory training program developed by Liquor & Gaming NSW, specifically designed for Club Directors of venues with gaming machines.

As an abridged version of the Advanced Responsible Conduct of Gambling (ARCG) course, this one-hour program provides a high-level understanding of a venue’s legal and ethical responsibilities regarding gambling harm minimisation. The course ensures directors are equipped with the knowledge to oversee compliance, foster a culture of safety, and understand their governance obligations under the latest NSW gaming reforms.

Who is this course for?

This course is mandatory for Club Directors of venues with gaming machine entitlements in NSW.

Mandatory Requirement: All Club Directors must complete either the full RCG and ARCG courses, OR the one-hour RGBO training course to meet legislative requirements. Completion is required to meet the gaming reform training mandate 

Course plan

Taking a step back from the daily operations this subject looks at the bigger picture and covers the relationship between government legislation, industry standards, and community expectations. We’ll discuss why Corporate Social Responsibility (CSR) is no longer optional for clubs, and how your board’s approach to these responsibilities directly impacts the club's long-term success.

Harm is complex and often subtle. In this subject, we look at the reality of gambling harm in NSW, where it’s happening and how it develops. We break down the different types of harm, financial, social, and emotional, so you can better recognise the risks your venue faces and understand the broader impact on the patrons you serve.

This is where policy meets practice. We focus on what actually needs to be happening on the floor: how to manage inducements, the importance of accurate incident registers, and what you should be seeing from your Responsible Gambling Officers. We wrap up by defining your specific role as a director in creating a safer venue, ensuring your club remains compliant and well-managed.

By the end of the course, participants will be able to:

  • Understand the legal obligations and responsibilities of Club Directors regarding harm minimisation.
  • Recognise the impact of gambling harm on the community and the venue.
  • Provide effective oversight of the club’s gambling-related policies and procedures.
  • Understand the reporting requirements and the importance of data-driven decision-making in reducing gambling harm.

The cost of the course is $160. This fee includes the cost of the training, the issuance of the professional certificate. 

RGBO training does not include an endorsement on the NSW competency card. Club Directors must retain their professional certificate as proof of course completion.

This course is delivered over 1 hour in a classroom or virtual classroom environment by a qualified trainer and assessor.

No. Liquor & Gaming NSW has mandated that this course can only be completed via in-person training. This can be undertaken either through a traditional face-to-face classroom session or via a live virtual classroom. These delivery methods ensure the required level of live interaction and participation in practical role-plays.

Participants must be a currently appointed Director of a registered club in NSW.

In order to successfully enrol in this course, you must have a level of proficiency in written English, allowing you to engage in the course materials and content, and ensuring you can undertake the variety of assessments.

While the RGBO Responsible Gambling Board Oversight course is not a nationally recognised unit of competency under the AQF, it is a specialised course mandated by Liquor & Gaming NSW. Successful completion results in the issuance of a professional certification which is the legal standard for Club Directors in the NSW gaming industry.

To participate in vitrual classrooms and access learning and assessment materials, you will need to have access to a computer or tablet with internet access.
