Scope of policy and procedure application

The policies and procedures contained within this document apply to all Allara Learning’s operations and services inclusive of the operations and services of Tactical Training Group Pty Ltd, RTO provider No: 91054 (TTG) and W G learning Pty Ltd, RTO Provider No: 91178 (WGL).

Purpose of the policies and procedures

The purpose of the Allara learning policies and procedures is to ensure that all stakeholders are informed of their rights, obligations and the processes that apply to the delivery of Allara Learnings training and assessment services.

Stakeholders are inclusive of:

  • Students seeking to enrol or currently enrolled in an Allara Learning training product; and 
  • Employers of apprentices, trainees or other workers enrolled in an Allara Learning training product; and
  • Third parties and service providers referring or supporting students to enrol in an Allara Learning training product; and
  • Independent contractors of Allara Learning; and
  • Volunteers.

Definitions

Additional Charges - means a fee payable to access additional resources, including but not limited to textbooks, reading materials, tools, equipment, and uniforms, replacement certification, and access to external student support services (if applicable). Additional charges do not apply to subsidised training

Allara Learning - means Allara Investments Pty Ltd, trading as Allara Learning, and is inclusive of TTG and WGL.

Appellant - means a stakeholder who is dissatisfied with the outcome of a grievance or formal complaint and requests to undertake the appeal process.

Appeal - means the process undertaken where the complainant is dissatisfied with the outcome of the complaints' procedure.

ASQA – means the Australian Skills Quality Authority, which is the National VET Regulator – the body established by the National Vocational Education and Training Regulator Act 2011.

AVETMISS - The Australian Vocational Education and Training Management Information Statistical Standard is the national data standard that ensures consistent and accurate capture and reporting of vocational education and training (VET) information about students

Certifications - means a certificate, transcript, or statement of attainment issued by Allara Learning.

Co-contribution Fees - means the non-government financial contribution paid to the Skills Assure Supplier (SAS) to help cover the cost of training and assessment services, with the remaining cost subsidised by the Queensland government.

Complainant - means a stakeholder who raises the grievance or lodges the formal complaint.

Complaint - means a formal process undertaken if a grievance cannot be resolved informally.

Course Fees - means the fees payable for a training product.

Credit Transfer - means applying an outcome for unit(s) of competency that students have already been awarded through a statement of attainment issued by any Registered Training Organisation in Australia.

Fee-for-Service (FFS) - means training where the full cost of the course or program is paid directly by the student or their employer, without any government funding or subsidy. The student or client bears the entire financial responsibility for the training and assessment services provided by Allara Learning.

Grievance - means a concern about a matter brought to the attention of Allara Learning through informal means, i.e., through discussion.

GTO - means a Group Training Organisation. A GTO is an organization that directly employs apprentices and trainees under a Training Contract and places them with various host employers for on-the-job training.

LMS - means the digital Learning Management System accessed by students to undertake pre-training review assessments and complete assigned training and assessment activities during study.

MOU - Memorandum of understanding is a written agreement outlining responsibilities of individual stakeholders.

Prepaid Fee Threshold - means the maximum amount of $1,500 for course fees and additional charges paid in advance of training commencement.

Recognition of Prior Learning (RPL) - means an assessment process that involves the assessment of an individual's relevant prior learning (including formal, informal, and non-formal learning) to determine the outcomes of an individual application for advanced standing, or to determine the extent to which that individual has achieved the required learning outcomes or competency outcomes for a specific unit of training.

RTO - Is a Registered Training Organisation, a quality-assured, regulated entity within the Australian VET system, responsible for delivering practical, industry-relevant training that leads to nationally recognised qualifications.

Scope - means Scope of registration and consists of the list of training package qualifications, units of competency, or state accredited courses which a training organization is registered to provide the services offered: either training and assessment, or assessment only.

Service Providers - means an independent company or organisation that provides support services to students, inclusive of but not limited to GTOs, Workforce Australia employment service providers, and Disability support providers.

Stakeholder - means any student or prospective student, employer, client, staff member, contractor, volunteer, or third party of Allara Learning.

Subsidised Training - means training that is partially or fully funded from an Australian State or Territory government.

Teach-out Period - means where a training product has been removed or deleted from the National Register, the allowable timeframe within which the learner’s training, assessment, and AQF certification documentation issuance must be completed.

Third party - An individual, organisation or RTO stakeholder providing training and/or assessment and/or other services on behalf of Allara.

Total Fees - Total fees include enrolment, course, co-contribution fees (if applicable) as well as fees for RPL (if applicable), materials, and any other charges.

Training Contract - means a formal and legally binding agreement for traineeship or apprenticeships between a student, their employer, the RTO, and a school representative (in cases of school-based apprenticeships).

Training Package - means a set of nationally endorsed standards and qualifications that define the skills and knowledge required for individuals to perform effectively in specific industries or occupations. The endorsed components of a training package include units of competency, assessment requirements (for individual units of competency), qualifications, and credit arrangements. A training package also consists of non-endorsed, quality assured companion volume(s) which contain industry advice to RTOs on different aspects of implementation.

Training Plan - means a document describing the formal off-the-job training provided by the RTO and is inclusive of units of competency to be trained and assessed, dates of training, methods of assessment, assessment outcomes and date of competence, and employer support of comp1etence.

Training Product - means a course, AQF qualification, accredited course, skill set, or unit of competency currently on Allara Learning’s scope, or previously endorsed in a training package in accordance with the Standards for Training Packages.

Transition Period - means where a training product has been superseded on the National Register, the allowable timeframe within which the student's training, assessment, and AQF certification documentation issuance must be completed or which the student is transferred into the replacement training product.

WGL - means W G Learning Pty Ltd, RTO Provider No: 91178.
