17 _ Transition and teach-out policy and procedure
Purpose of the policy
This policy outlines the processes Allara Learning will undertake to ensure students enrolled in training products that have been superseded, removed or deleted from the national training register have their training completed and their AQF certification awarded, or transferred to the respective replacement training product within the regulated timeframes.
Policy
In accordance with the Standards for RTOs;
Superseded training products
Allara Learning will ensure that when a training product on its scope of registration is superseded,
- no individuals are enrolled in the superseded training product from the period commencing one year from the date the replacement training product was included on the National Register; and
- all enrolled students:
- have completed the training product and been issued the relevant AQF certification documentation, or
- have been transferred into the replacement training product in a timely manner.
Non-current training products
Allara Learning will ensure that when an AQF qualification on its scope of registration is no longer current and has not been superseded, all enrolled students within a period of two years from the date the qualification was removed or deleted from the National Register have:
- completed the qualification, and
- received all AQF certification documentation relating to the qualification.
Allara Learning will ensure that when a skill set, unit of competency, accredited short course or module is no longer current and has not been superseded, all enrolled students within a period of one year from the date the qualification was removed or deleted from the National Register have:
- completed the training and assessment; and
- received all AQF certification documentation relating to the training and assessment.
Expired or deleted training products
Allara Learning will ensure that no individual will enrol or commence training and assessment in a training product that has expired, been removed or deleted from the National Register.
Allara will ensure training products are registered on scope prior to commencing marketing, enrolment or training and assessment activities.
Transition exemption
The transition requirements specified above do not apply where a qualification’s packaging rules requires the delivery of a superseded unit of competency.
Variations to scope
Where a Training Product becomes superseded and is replaced by Training Product, which is deemed equivalent, ASQA automatically adds the replacement Training Product to Allara Learning’s scope. After the 12-month transition period expires, ASQA automatically removes the superseded/replaced Training Product from scope.
Where a training product becomes superseded and is replaced by a Training Product, which is deemed equivalent, Allara Learning will review the suitability of the replacement Training Product for its business operations, and where deemed suitable, completion an application for addition to scope in accordance with the Training product development policy and procedure.
The Allara Learning General Manager is subscribed to training.gov.au for notifications of new training package releases and updates for AQF qualifications and accredited courses on scope.
Transition procedure | superseded products
When a replacement training product is approved and added to Allara Learnings scope the RTO operations team will commence the transition procedures.
Student progress review
Prior to commencing enrolments and/or training and assessment in the replacement training product, the Allara Learning RTO operations team will review the progress of students currently enrolled in a superseded training product and:
- identify students who will be able to complete their training and assessment prior to the end of the transition period (12 to 24 months); and
- identify students who will require or may benefit from transfer to the replacement.
Student notification and consultation
The Allara Learning Client Relations Manager will advise all students currently enrolled in a superseded training product via email of:
- the changes to the training product, and
- the requirement to complete or transfer to the replacement training product, and
- the date students are training, or transfer is to be completed,
- a revised schedule of training to support completion or transfer to the replacement training product.
Where an enrolled student is an apprentice or trainee, the Client Relations Manager will confirm the variation to the apprenticeship or traineeships contract with the student, their employer, and school (if student is a school-based apprenticeship or traineeship).
Note: A discussion should be held with each individual student to discuss the completion and/or transition process. Where required adjustments to expected completion or transition arrangements can be made to accommodate individual student needs.
Enrolment into replacement training products
Upon addition to scope, the Allara Learning RTO operations team may commence the enrolment and/or transfer to the replacement training product in accordance with the transfer dates agreed with the student and other relevant stakeholders.
This includes:
- Completing and lodging the relevant state or territory training contract variation form (apprentices and trainees only),
- Transferring the student’s enrolment in the LMS to the replacement training product, applying credit transfer to relevant units (if applicable)
- Updating the unit of competency in the superseded training product in accordance with state, territory or national regulator data provision requirements,
- Updating the enrolment status in the superseded training product as ‘Cancelled – Transitioned’, and
- Issuing and executing (signing) an updated Training Plan.
Note: New student enrolments must not be enrolled in the superseded training product, from the period commencing one year from the date the replacement training product was included on the National Register.
Training resumption
Training commences in the replacement qualification in accordance with the revised training schedule agreed to during the student notification and consultation stage of the student transition procedure.
Teach out procedures | Non-current products
When a training product on Allara Learnings scope is no longer current and has not been superseded, the RTO operations team will commence the teach out procedures.
Student progress review
The Allara Learning RTO operations team will review the progress of students currently enrolled in a removed or deleted training product and:
- identify students who will be able to complete their training and assessment within the required teach-out period
- identify students at risk of non-completion within the teach-out-period
Teach out periods are:
- 24 months for an AQF qualification.
- 12 months for a skill set, unit of competency, accredited short course or module.
Student notification and consultation
The Allara Learning Client Relations Manager will advise all students currently enrolled in a superseded training product via email of:
- the changes to the training product,
- the requirement to complete training and assessment within the relevant teach-out period,
- a proposed training schedule to support t training product training and assessment within the relevant teach-out period.
Where an enrolled student is an apprentice or trainee, the Client Relations Manager will notify the student, their employer, and school (if student is a school-based apprenticeship or traineeship) of the above information.
Note: A discussion should be held with each individual student to discuss the teach-out process. Where required adjustments to training schedules can be made to accommodate individual student needs and support completion of the training product.
