Purpose of the policy

This policy outlines the process to transition a participant from a superseded or deleted training product into the replacement training product to ensure that participants are trained, assessed, and awarded AQF certification documentation in the currently endorsed or accredited training product.

Definitions

Allara – Allara Investments Pty Ltd, trading as Allara learning and is inclusive of; Tactical Training Group Pty Ltd, RTO provider No: 91054 (TTG) and W G learning Pty Ltd, RTO Provider No: 91178 (WGL).

Scope - means Scope of registration and consists of; the list of training package qualifications, units of competency or state accredited courses which a training organisation is registered to provide the services offered: either training and assessment, or assessment only .

Transition period - means where a training product has been superseded, removed or deleted from the National Register, the allowable timeframe within which the learner’s training, assessment, and AQF certification documentation issuance must be completed or, in the case of a superseded training product, within which the learner is transitioned into the replacement training product.

Training package - means the components of a training package endorsed by the Skilled Service Organisations (SSO’s) or its delegate in accordance with the Standards for Training Packages. The endorsed components of a training package are: units of competency; assessment requirements (for individual units of competency); qualifications; and credit arrangements. A training package also consists of a non-endorsed, quality assured companion volume/s which contains industry advice to RTOs on different aspects of implementation.

Training product - means a course, AQF qualification, skill set currently or unit of competency previously endorsed by the Industry and Skills Council or its delegate in accordance with the Standards for Training Packages.

Recognition - means recognition of prior learning and is an assessment process that involves assessment of an individual's relevant prior learning (including formal, informal and non-formal learning) to determine the credit outcomes of an individual application for credit.

Scope

The policy applies to all of Allara Learning’s (Allara’s) operations inclusive of Tactical Training Group Pty Ltd, RTO provider No: 91054 (TTG) and W G learning Pty Ltd, RTO Provider No: 91178 (WGL). It applies to all participants, stakeholders internal and external and staff involved in the training and assessment process and covers all nationally endorsed training packages and qualifications on Allara’s scope.

Policy

Allara in accordance with its Scope of Registration is only authorised to deliver VET Training Products as approved by ASQA.

Allara must ensure qualifications are registered on the Scope of Registration prior to commencing marketing, enrolment or delivery activities. It is an offence to undertake these activities for any qualifications not registered on the Allara Scope.

Allara must be able to demonstrate that it has the capacity to deliver and assess all of the qualifications on the Scope of Registration and meet the requirements of the Standards for Registered Training Organisations, 2015 and any relevant funding contracts at all times.

Where Training Products become superseded and are replaced by Training Products which are deemed as equivalent, ASQA will automatically add the current versions of the Training Products to Allara’s Scope of Registration. After the 12-month transition period, ASQA automatically removes superseded Training Products from the Scope of Registration.

Allara will ensure that any participant enrolled in a training product which becomes superseded:

  • Finalises training and assessment and is issued with the AQF certification documentation prior to the end of the transition period for that training product; or
  • Is transitioned into the replacement training product prior to the end of the transition period.

Transition policy

Transition from superseded training products

In managing student enrolments in AQF qualifications, Allara will ensure that:

  • Where a training product on Allara’s scope is superseded, all participants’:
    • training and assessment is completed and the relevant AQF certification documentation is issued; or
    • are transferred into its replacement, as soon as practicable and within the transition period.
  • Where an AQF qualification has been deleted, all participants’:
    • training and assessment is completed, and the relevant AQF certification documentation is issued as soon as practicable and within the transition period.
  • Where a skill set, unit of competency, accredited course or module has been deleted, all participants’:
    •  training and assessment is completed, and the relevant AQF certification documentation is issued as soon as practicable and within the transition period.
  • A new participant does not commence training and assessment in a training product that has been deleted from the National Register.
Transition exemption

The transition requirements specified above do not apply where a qualification’s packaging rules requires the delivery of a superseded unit of competency.

Addition to scope and transition procedure

Training package release and review

The General Manager is subscribed to training.gov.au for new training package releases and updates for AQF qualifications and accredited courses on scope. When notification of a change to a training package and/or product is received:

  • The General Manager reviews training.gov.au for all documentation related to the change to a training product and advises the management team of identified changes and requirements for implementation, including licencing for private copyright courses, where applicable.
  • The General Manager obtains industry feedback for the following:
    • Choice of elective units of competency
    • Delivery and assessment methods
    • Feedback on resource and equipment requirements
    • Feedback on qualifications, experience and professional development requirements for trainers and assessors.
  • The General Manager in conjunction with the Learning and Development team, creates a development schedule in the Monday.com for updates to all training and assessment materials inclusive of:
    • Training and assessment strategies (TAS)
    • Enrolment forms
    • Training and assessment materials
    • Marketing materials (digital and print).

Note: The development of these materials is to be completed prior to the end of the transition period or prior to the commencement of enrolments into the replacement training product.

  • The Quality Assurance Consultant reviews suitability of trainer and assessors to:
    • Confirm and verify suitable qualifications
    • Confirm and verify industry experience
    • Confirm and verify industry currency
    • Confirm and verify currency of skills and knowledge in adult education.
  • The General Manager of Education obtains verification and feedback from industry on the developed:
    • Training and assessment strategy (TAS); and
    • Training and assessment resources.
Addition to scope

For new scope items, or training products identified as being a non-equivalent replacement training product, the following process must occur:

  • The CEO confirms that all training and assessment resources are in place
  • The Quality Assurance Consultant, in collaboration with the General Manager, completes an application of scope through ASQAnet, and:
    • Provides supporting evidence where required; and
    • Completes and uploads a Chief Executive Officer declaration.

The General Manager notifies stakeholders when the replacement training product has been added to Allara’s scope.

Student progress review transition 

Prior to commencing enrolments and/or training and assessment in the replacement training product, the RTO operations team will:

  • Review progress of students currently enrolled in a replaced training product and:
    • identify participants who will complete their training and assessment prior to the end of the transition period for the replaced training product; and
    • identify participants who will require transition to the replacement training product.
  • Notify Client Relations Managers and Training Facilitators of the participants’ status and required transition arrangements.
  • Advise all stakeholders of the final training and assessment date for a replaced training product.
  • Advise all stakeholders of the first enrolment date for a replacement training product.
  • Advise all stakeholders of credit transfer and RPL applicable to the replacement training product.
Enrolment into new or replacement training product

On the dates as set out by the RTO operations team, Allara’s Client Relationship Managers will:

  • Commence enrolling students into the replacement training product by:
    • contacting participants requiring transition and providing information on the reason for transition, the process and any additional training and assessment that may be required by the replacement training product; and
    •  completing and submitting a Change of enrolment details form (Allara form) or variation request form (State specific form) to the relevant state or territory regulatory body and/or AASN; and
    •  ensuring all stakeholders sign an updated training plan.
  • Lodge all documentation to the RTO administrators for processing by:
    • setting the enrolment status to ‘transitioned’; and 
    • applying a course end date, with the end date as specified on the change of enrolment details form or state or territory variation of training contract form (as applicable); and
    • creating a new enrolment in the course relevant for the replacement training product (see Access, equity and student enrolment policy and procedure); and
    • applying credit transfer and/or RPL to units of competency (as guided by the Quality Assurance Manager); and
    • providing Training Facilitators with an updated caseload release for each client / participant cohort inclusive of updated training plans.
Commencement of training and assessment for a replacement training product

On the dates as set out by the RTO operations team, and upon receipt of an updated caseload from the RTO Administrator, Allara’s Training Facilitators will commence training and assessment in the replacement training product by:

  • reviewing the updated caseload release provided by the Enrolment Officer; and
  • printing the new/ replacement training plan for individual participants; and
  • delivering training and assessment services. Related documents
